Where to begin! Paris is one of the most adored cities in the world, and it is not hard to work out why. From its history and its culture to its spellbinding beauty, you really cannot go wrong when you select Paris as your European city break of choice. The city of love has everything you could ask for, great food, unique architectural landmarks, art that cannot be seen anywhere else and unparalleled shopping.
In case you had forgotten, the French capital is home to the Eiffel Tower, the Louvre, Notre-Dame cathedral, the Arc de Triomphe, the Champs-Élysées, the Palace of Versailles, the Sacré-Cœur Basilica, Pont Alexandre III and so much more. Paris is the most populous city of France, with an estimated population of 2,148,271 residents as of 2020. Since the 17th century, Paris has been one of Europe's major centres of finance, diplomacy, commerce, fashion, science and arts. According to the 2018 Economist Intelligence Unit Worldwide Cost of Living Survey, Paris was the second most expensive city in the world to live in.
With the exception of the COVID-19 pandemic, Paris is usually amongst the most visited cities in the world. Indeed, it was ranked as the second most visited travel destination in the world in 2019, after Bangkok and just ahead of London, bringing some 38 million people to Paris. In other words, it attracted the largest numbers of foreign visitors from the United States, the United Kingdom, Germany and China. That same year, the Louvre was the most visited art museum in the world, ushering in an astounding 9.6 million visitors. The historical district along the Seine in the city centre is classified as a UNESCO World Heritage Site, and popular landmarks there included the Cathedral of Notre Dame de Paris on the Île de la Cité.
One of Paris’ lower-key treasures that we are sure you were unaware of is its CBD scene. Indeed, the stylish streets of Paris are brimming with some of the best CBD shops in Europe. Before we take a tour of Paris’ finest CBD outfits, let’s firstly remind ourselves of the basics to do with CBD and cannabis.

What is CBD?
CBD is the abbreviation for a cannabis compound, cannabidiol. Cannabidiol is one of over 100 of these cannabis compounds, also known as cannabinoids.
As you may or may not know, cannabis comes in a number of different strains. You have cannabis Indica, cannabis Ruderalis and the one with which we are concerned here at Alphagreen - Cannabis Sativa.
Cannabis Sativa has two of its own classifications: marijuana and hemp. CBD is more abundant in hemp, while marijuana is rich in another cannabinoid: THC.
As such, it is mainly hemp from which our CBD products are derived, seeing as this variety of cannabis has more cannabidiol and less THC. More on THC shortly.
CBD is a highly promising cannabinoid, able to offer a plethora of benefits to our wellness. It is non-psychotropic, non-toxic and non-addictive. In other words, it will not make us high, nor kill us if we take too much.
This is where we reintroduce THC, or Tetrahydrocannabinol, to use its full name. THC is the component of cannabis that is psychoactive and causes mind-altering sensations, known to most as a “high”. It is the cannabinoid responsible for the strict and unyielding cannabis laws spanning many countries around the world, as well as many of the negative connotations around cannabis.
CBD-infused products (either with or without trace amounts of THC) are now sold across the globe, and this clean form of cannabis has gained huge traction as a tool of wellness. What’s more, you can find dozens of ways to get CBD into your body, from vape oils to inhale and topicals to apply to your skin, to sublingual tinctures, patches to stick on your arms and legs and suppositories to insert into your privates.
Cannabis laws in France
Laws surrounding cannabis are always quite complex, so we’re going to break down France’s cannabis laws with a table, distinguishing the different laws and penalties for recreational use, medicinal use and the laws on the cannabis derivative, CBD.
Recreational cannabis (marijuana)
French law forbids the use and possession of marijuana. Despite strict laws though, it is smoked widely throughout France. In fact, according to a recent report, the country ranked sixth in terms of the number of people who smoke it, and approximately 21.5% of young adults (15-34 years old) use cannabis in the country.
France takes quite a different position to its fellow EU countries, in that they do not yet have a medicinal cannabis programme.
Sativex, a cannabis-based medicine used for MS spasticity, is supposed to be available in France for prescription use, but may still be difficult to get hold of.
CBD is legal. However, The Interministerial Mission Against Drugs and Addictive Behaviour (MILDECA) has clarified that CBD is only permitted if their THC content is under 0.2%.
CBD products must also be made from approved types of (low-THC) hemp plants.
French law does not distinguish between possession for personal use or for trafficking. Instead, offenders are dealt with based on the quantity of cannabis in their possession, and their individual circumstances.
If charged with personal use of cannabis, the offender may be subject to a fine of up to €3,750 and a prison sentence of up to one year. If the offender is a minor, this may be waived. Furthermore, if the offender is found to have endangered others in any way while using cannabis, the maximum sentence becomes five years, and the fine increased to €75,000. In 2018, the French President Immanuel Macron introduced an ‘on the spot fine’ of 200 euros (as opposed to the potential €3,750 fine and prison sentence of up to one year) indicating a slight relaxation in the cultural attitude towards possession of marijuana.
France takes a more severe approach when it comes to the sale or distribution of cannabis. If caught trafficking cannabis, the offender could face up to ten years in prison, as well as a €7.5 million fine. These sentences could be doubled if the offender was selling to minors or near an educational institution.
Ironically, France has a booming industry in hemp and marijuana production. Despite this, it remains illegal for people in the country to grow their own cannabis plants. If caught cultivating cannabis, the offender could be liable to up to 20 years in prison, or a fine of up to €7.5 million.
Paris’ “Coffee Shops”
In 2018, two French entrepreneurs took advantage of the government’s newly relaxed cannabis laws and opened two Dutch-style “coffeeshops”. Of course, these “coffeeshops” were serving CBD products containing 0.2% THC or less, rather than THC-rich marijuana, as in Amsterdam’s coffee shops.

The road to legal cannabis
France’s unyielding stance on cannabis, particularly medical cannabis, renders it highly unique compared to its European neighbours; though, perhaps “unique” would be too diplomatic an adjective if we asked the numerous objectors that France’s cannabis laws have ushered in. Indeed, the laws have given rise to dedicated cannabis enthusiasts who are prolific in their opposition to their country’s unforgiving approach to cannabis, and their efforts to have the law reformed.
Despite increasing pressure to change its laws both on medical cannabis and recreational cannabis, or to simply relax the penalties associated with it, France remains extremely divided on the matter - even in its own government. It's therefore going to take some time before the whole country is convinced about relaxing cannabis laws. Until then, the booming CBD industry, which manifests not only in the trendy boutiques lining the beautiful and bustling Parisian boulevards, but all over France, is more than enough for us.
